Cookesmere Lane plan for up to six homes to be built is approved in principle

Plans for up to six homes in the open countryside at Sandbach have been approved in principle.
Robert Mayor wants to build bungalows on land to the west of Cookesmere Lane.
Councillors were told one of the benefits of the scheme would be retaining and improving access through the site and the link to the wider area.
The applicant's agent, Mr Walton, told Wednesday meeting of the southern planning committee: "The scheme being proposed is intended to deliver up to six bungalows, or dormer bungalows, and will be designed for independent or semi-independent, older residents."
He said it was particularly pleasing to note Sandbach Town Council had raised no objection to the development 'if the scheme can deliver the benefits anticipated'.
"And, whilst this is an application for permission in principle, I've been asked to place on record the applicant's commitment to do three things," said Mr Walton.
"Number one, to deliver a bungalow scheme for older people.
"Number two, to facilitate a suitable site access which is also safe for pedestrians and other vulnerable road users.
"And thirdly, to support the active travel in Cheshire East by providing a safe cycle route to the west and links beyond as an integral part of this development."
Cllr Andrew Kolker (Dane Valley, Con) questioned whether the site was in a sustainable location.
Many of the facilities, such as post office, supermarket, pharmacy, bank or cash machines, are further away than recommended distances in the Cheshire East guidelines.
Planning officer Dan Evans said: "I think, unless you're in some kind of urban area, you're never going to get a site which meets all of the distances….
"I think the facilities are available, just slightly beyond the distances set out in the guidance in the local plan."
Crewe councillor Ben Wye (Lab) said he thought what was proposed was 'a real asset in terms of active travel'.
He proposed the application be approved, saying: "I would like to propose it, really on the understanding that we will get that easy access to Elworth Station and the subsequent connection to the town."
Nine councillors voted in favour of granting permission in principle (PIP) and one abstained.
Because the application was for PIP, councillors were limited yesterday to only considering the location, land use and amount of development.
The site must receive a grant of technical details consent before development can proceed.
