Engineers will this week continue the investigation into the cause of the flooding of the subway at St Michael's Way in Middlewich.
The subway has been flooded since October and, according to Middlewich town councillor Garnet Marshall, the water levels are higher now than they have ever been, despite the lack of significant rainfall recently.
It has been closed on safety grounds and signs direct pedestrians to an alternative crossing point.
A Cheshire East spokesperson told the Local Democracy Reporting Service: "Further investigation work is scheduled this week and repair work will take place when we have established the full nature of the issues."
The council says it has cleared the drains in the subway and will continue to draw off water.
It has also carried out high-pressure jetting and a CCTV survey of the drainage system and started to excavate to examine the drainage network.
Cllr Marshall questioned the impact the flooding would have on the actual subway structure.
"The water is higher now than it's ever been so it's obviously not good for the long term structure of the thing either.
"It's literally been flooded since October," he said.
"The water clearly isn't coming from rainfall. We've had no substantial rainfall. They had four tankers take the water away and it's back to where it was."
The town councillor said he is still trying to get a full update from Cheshire East on the situation.
"I emailed the head of highways and asked him to keep Middlewich residents updated and he did do it in November and the beginning of December but I've asked again for another update and I've heard nothing back yet," he said adding, as soon more information was made available he would ask for it to be posted on the town council website.
