A 22-year-old man from Blackburn was arrested on suspicion of theft from a motor vehicle, fraudulently using a registration mark/document, and driving a motor vehicle otherwise than in accordance with a licence.
A 24-year-old man from Oxford and a 31-year-old man from Oxford were arrested on suspicion of theft.
All three men have since been released on bail.
